Football Districts vs. Conferences?

Here in Missouri they still have conferences but for Football the District tournaments decide the last three rounds of the Playoffs for state. Districts are made up of 4 teams. The District games are after the regular season which are 8 games of non and conference play. non and conference Counts For Nothing for state playoffs. Only the winner of district plays last three games of State playoffs. Districts are comprised of like or very close enrollment.

I'm not gonna answer a servey to finish reading the article...screw that,but if it resembles anything like that dumb POD system it's nothing but junk to me
