USA soccer doesn't exist in a vacuum. It's part of FIFA just like everyone else. MLS has some leeway in setting its own rules, but the national side has to play by the world rules. Even MLS is moving more toward conformity. They are finally transitioning into an August-May season like the rest of the non-artic northern hemisphere.
