How in the world is UCLA so bad?

They had some good recruiting classes (except last year which was horrible) and are in a prime location to do well.

I guess Nueheisel is just that bad a coach.

I think it has a lot to do with the fact that they are a public institution that has to get coaches salaries etc. approved by a state that is literally bankrupt. USC is private and they don't need state approval to allocate funds to coaches and, ahem, players. Just guessing, but I bet if you looked at UCLA's coaching salaries, they are below ours.
