But there have to be about 30 penalties on both teams. I don't know if the players are playing that badly... if the referees are calling that closely, or if the Refs just like seeing themselves replayed on TV that much.

There are that many penalties. You can find a pass interference on just about every pass play nowadays, but they only call a few.
