This got buried in the thread below, but I would like to know the answer:

One call that I did not understand at all that Harbaugh went ballistic over was the 15 yard penalty on a screen pass late in the gamewhere the penalty occurred well past the FD marker (against the UM center).

I thought he was correct because you gave the offensive team the FD at the spot of the foul, then marked off the 15 yards, meaning Michigan would have still had 1st down, albeit way back from where the play ended. Instead, they marked it off 15 yards from spot of foul, but was NOT a FD, which made it 3rd and long, and OSU held. Was a HUGE swing play right there.

Didn't see the game, that said the only way it would be a first down is if it was a dead ball penalty that happened after the whistle.

Foul occurred during the play, so it affects the yardage gained during the play. As Fuzz said, if it had been post-whistle, it would have been a tack-on yardage situation.
