2025 Sacramento (Calif.) Christian Brothers four-star wide receiver Phillip Bell received an offer from Colorado on Wednesday. He announced the news on social media.

Bell is a four-star recruit, according to On3. He was included in the On3 2025 Football Prospect Watch List.

The 6-foot-2, 185 pound prospect has received 16 offers so far. Some of them are from top college football programs including Michigan, Oregon and Texas A&M.

According to the On3 Recruiting Prediction Machine, California has a commanding lead for Bell’s commitment at 53%. San Jose State has the next-best chance at 4.2%.

RPM was released to the public in December. The On3 engineering group teamed up with Spiny.ai to create the industry’s first algorithm and machine learning-based product to predict where athletes will attend college.

It factors in machine learning, social sentiment, visits and historical trends. However, expert predictions are still a big piece of the RPM equation.

Both Colorado’s 2025 recruiting class and 2024 recruiting class do not have any commitments. The program offered 2025 Santa Ana (Calif.) Mater Dei four-star linebacker Nasir Wyatt today as well.

However, the Buffaloes’ 2023 recruiting class is No. 55 in the 2023 On3 Consensus Team Recruiting Rankings and No. 8 in the Pac-12. Colorado’s group has 17 commitments and is composed of all three-star recruits. It is led by Star City (Ark.) three-star linebacker CJ Turner, the No. 601 overall prospect in the 2023 On3 Consensus.

Bell has an On3 NIL Valuation of $5.9K. The On3 NIL Valuation is an index that looks to set the standard market value for both high school and college-level athletes. The NIL valuation does not act as a tracker of the value of NIL deals an athlete has completed to date. It rather signifies an athlete’s value at a certain moment in time.
