Can't the flooding issue be addressed without changing it to a flat surface?

I have a postcard of The Pit from the 1970s, showing those trees as practically toothpicks.

I’ve been hearing about this move potentially for a couple years.

Apparently the drainage issues are pretty severe from what I read.

Chapelboro.com had an article about it earlier in the week that said fixing the drainage would require tearing up a ton more area than just the pit and the immediate area around it.
