No the administration and BOT’s mishandling of the Sandusky situation both on the front end by giving him access to PSU facilities and the right to bring TSM kids on campus and on the back end by voluntarily accepting draconian sanctions which the NCAA had no authority to impose (admitted by Emmert when he announced them and later established in court).

...And keeping Paterno on a decade too long. This is why you don't have 80 year head coaches (or elected officials for that matter). I'd say the same if Cael Sanderson wanted to coach past the time when he could roll around on the mat.

One could argue that there is nothing that gives this football program an identity and separates it from others since Joe has been gone. The one thing that defined this program and drew players and fans towards it is no longer here, and the program is suffering because of it.
