“UNIVERSITY PARK, Pa. — Penn State has selected Hanover Research to aid with gathering data and providing suggestions to Penn State on the Academic Portfolio and Program Review (APPR) initiative.

The APPR Request for Proposal (RFP) Selection team, one of the APPR working groups, engaged the Office of Central Procurement from May through August on an RFP process that resulted in Hanover’s selection. The team, in consultation with representatives from the Graduate Council, University Faculty Senate and University Staff Advisory Council, recommended Hanover Research group, a research firm with experience in higher education research and data collection and analysis, including work on portfolio and program review projects.

“We are looking forward to Hanover assisting on the APPR project and working with them to help provide data analysis we can use to help plan for the future,” said Elizabeth Wright, regional chancellor and chief academic officer of Penn State Hazleton, Penn State Scranton and Penn State Wilkes-Barre, and co-chair of the APPR project and co-lead of the APPR RFP Selection work team. “I’d like to thank Karen Paulson, co-lead of the RFP team, the RFP work team and everyone who participated in the extensive review process for lending their expertise to the project. We are eager to begin the next phase and continue the collaborative work.”

The executive sponsors have also named Daniel Jackson, associate teaching professor of physics at Penn State Lehigh Valley and faculty senator, as a faculty co-chair to work with Renata Engel and Elizabeth Wright to lead the APPR initiative.“

I wonder what this will cost. Maybe Neeli had a coupon code.

Finally!!!

Thank the Lord above. I was waiting for this consultant hire. Only concern I have is that we won't spend enough on the report that supercedes the last report and prefaces the report of the next consultant.

Here's hoping we spend a plenty! Like we always say at dear old State "there's more where that came from, eat up!"

First off I am stunned they actually released something out to the public.... Next I am stunned that Ira Lubert will win the RFP even with not submitting a proposal... ;)

A cynic might suggest that the consulting report will be used to justify decisions to scuttle certain branch campuses that have already been made

In academic circles that's called "leadership." At other places it's called something else, begins with a "c."

Update: Academic Portfolio and Program Review (APPR)

Final Recommendations Guided by Community Input

“In fall 2026, the APPR final program recommendations were shared, directly shaped by discussions with academic leadership, data gathered in phase one, and direct feedback from faculty, staff, and students.

Following an in-depth review of community input, the majority of preliminary recommendations were accepted. All decisions reflect the long-term strategic vision for each academic unit, while all currently enrolled students will be supported in their academic goals. Read more about the final recommendations on Penn State News, and view them at the link below.”

I should work for the Onion. Here's my version:

Penn State Announces Successful Completion of Process to Select Entity to Assist With Another Process

UNIVERSITY PARK, Pa. —
Penn State has selected Hanover Research to assist the University in determining what the University does, whether it should continue doing it, and which working group should oversee the development of suggestions regarding the possibility of doing something else.

The selection represents a major procedural milestone in the Academic Portfolio and Program Review initiative, or APPR, which should not be confused with the APPR RFP Selection work team, whose responsibility was to select the organization that will help APPR acquire information that may eventually support a discussion.

From May through August, the APPR RFP Selection team engaged the Office of Central Procurement in an extensive process of procuring procurement assistance for the procurement of external assistance. Following consultation with the Graduate Council, University Faculty Senate and University Staff Advisory Council, the team recommended Hanover Research, a research firm distinguished by its ability to conduct research.

“This is precisely the kind of research experience we were seeking in a research firm,” explained a fictional spokesperson authorized to clarify the clarification.

University leaders celebrated the announcement as evidence that the initiative has successfully advanced from the phase of preparing to begin toward the phase of beginning to prepare.

“We are eager to collaborate with our collaborators on the collaborative work ahead,” the fictional spokesperson continued. “The data will help inform our planning, which will help guide our discussions, which will help frame our recommendations, which will then be circulated for feedback on whether they adequately reflect the discussions that informed the planning.”

The University also thanked the RFP team, the RFP work team, the co-leads of the RFP work team, the individuals consulted by the RFP work team, and everyone whose expertise helped ensure that the extensive review process was sufficiently extensive to withstand subsequent review.

To support the next phase, executive sponsors named Daniel Jackson as an additional faculty co-chair, strengthening the initiative’s leadership capacity by increasing the number of people empowered to schedule a meeting.

The co-chairs will work together to coordinate the working groups, whose work will inform the co-chairs, who will report to the executive sponsors, who will oversee the initiative through a governance structure to be explained in a forthcoming diagram requiring landscape orientation.

No academic decisions were announced. Officials emphasized that announcing a decision at this stage could compromise the integrity of the process established to determine the process by which decisions might eventually be announced.

Further updates will be provided once the next phase has produced sufficient progress to justify an update regarding the progress of the next phase.

Engineering technology, a couple arts, a couple in education, a couple in IST, a bunch of liberal arts to review in 1 year, and then similar ones at branch campuses.
And yet some programs - with more faculty members than students - remain open.
At least until some other consultant says "They have to go", and provides cover for PSU Administration (which seeks cover more ardently than a toddler behind his Mother's skirt)

Well done - but still a little short om the "transformatives" and need even a few more "best practices"

And, please, just for old-time sake: Could you find a way to fit in one "abundance of caution"?
