It requires the player to make an effort to not target, which Hall clearly did by turning his should and back toward the ball carrier, while preserving the penalty if the effort is unsuccessful.Agree 100%. I’ve long thought that referees should be allowed to consider intent upon review for targeting. The NCAA is trying to eliminate intentionally dangerous plays, don’t penalize defensive players for the speed of the game. Give the 15 yards for a personal foul, fine, but don’t kick out the defensive player without malicious intent.
