A Touchy Subject

I have a question for the powers that be. Its a strange, tough question, but I very much would like an answer.

I have noticed over the years, that schools closer to big cities, larger schools, the players tend to "trash talk" and celebrate more. It is acceptable, and the referees, save for rare instances when a line has been crossed, let it go on, and nothing is said. In the mountains, even the Asheville schools like Asheville and Reynolds, almost no celebrations or trash talk is allowed. I see no problems with flexing, holding your finger up the "shush" the crowd, ect. So my question is; Why?
