I'm not sure exactly. This is DWS's baby. Director A stepped down, making Broad B a Deputy Director. Agency bylaws say if director unavailable, Deputy Director is acting Director. That sure sounds like a temporary thing to me. Other agencies are covered by existing law that says Trump picks acting, and has to get permanent confirmed.
