Defense Question

I noticed during the unc game that one of their players was defending the base line with one foot over the base line, actually quite a bit; he was half in and half out of bounds. Is that legal? Can you be out of bounds on defense and still be not committing an infraction?

Dammit, we already know that the refs let Duke win. It can't be the other way around.

I'm not 100 percent on the college rule... in high school that is legal unless the defensive player tries to take a charge which leads to a technical foul.
