You can find the answer for yourself. There needs to be a census in 2020 but it doesnt have to be completed in 2020.

My mom worked for the census the last 3 times. She was still working well into the next year all 3 times. I think in 1880 the census was not completed until 1889. Simply looking at its constitutional needs it has to be completed soon enough to allocate house seats and redraw borders as necessary.
Census work can go on into the next year, ie follow ups, exit analysis, etc, but the law says the numbers must be to the President by Dec 31 of every year that ends in zero. Kind of an interesting question that we might get to find out for reals.
Serious follow up - can elections be delayed? Not a day or 2, but a year? Inauguration be delayed? Swearing in a new Congress?
Most of these answers including the census is NO. It is clearly stated. Now, inauguration ceremony used to be much later in the year versus mid-January so that maybe the only one that doesn't have to take place. But I'm pretty sure with the amendment to max out the terms, there is some clarification on when the president's term starts and ends. But not 100% sure on that.
I dont think any of it can be delayed but I think the release of the questionairres could be delayed theoretically if there is a question on the court. Not for a year but probably for a month or two.

I dont see the difficulty. I took a whole year credit in HS on the Constitution and another on collectivisms. Both have helped understand civics throughout life.
