Interesting read. For the TL;DR crowd, basically Pennsylvania's NIL guidelines (and the NIL laws of other schools in other states) turns out are stricter than the NCAA's Interim Policy, and that might be preventing Penn State from doing Texas/Texas A&M/Michigan State/Ohio State type of things in NIL.
