FC/OT: As a practical matter, does anyone know if the new NCAA rule regarding transfer after a coaching change has taken effect?

New rule is that players have 14 days (instead of 30) to enter the portal after a head coaching change; this was voted on fairly recently. Anyone know if it is in effect now, or takes effect sometime later?

The NCAA just recently removed the automatic 30-day transfer window that used to open the day after a head-coaching change. Effective immediately, football players now get a 15-day portal window that begins five days after a school hires or publicly announces its next head coach.18 hours ago

So does this mean Penn State players can’t transfer immediately but must wait until the next coach is hired?

I don't know - does 'change' mean when a coach is fired? Or when a new permanent one is installed? My guess is the former - so kids wanting to transfer have two weeks to do so (they just have to enter the portal - they do not have to declare for any school). I think.

So this Friday it starts and runs through 11/1....... Not looking forward to it.

Current PSU players can enter the portal in January.
True but they can announce at any time IE: Shutting their season down. I was curious to see if any PSU players would make such an announcement this week.
