to make the administration pull the trigger this year and eat the 12mil buyout? Where do you guys put the % of the chance of that occurring ?

I personally think we'd have to see multiple more blowouts like yesterday to where they can't argue the "competitiveness" and. "Almost there" arguments and then finish with 3 or less wins. This gets them at least seriously considering to pull the trigger.
