I'm guessing he signs a project type player. Someone who needs a year or two to develop or would be a good system guy who could benefit from having a year in the system. It's gotta be someone who is good with not getting any minutes in year one.

Another option could be : have few practices with the team and see what the needs are and based on that decide on the 13th scholarship.
