Iowans have been gathering their best in Council Bluffs in preparation for a hostile takeover of Nebraska for years.
The river has been a major setback because their plan was to run across the state line yelling loudly with their hands in the air.
Many Iowans have drowned.
Some discovered a interstate bridge only to be run over.
A few may have discovered the pedestrian bridge and are attempting to form sleeper cells, but it's been difficult to achieve anything, because they keep falling asleep.

We say the same thing about Nebraska drivers. :Cool:

I think one thing we can all agree on is that the driver in the OP was probably a woman.

LPD stated they would not cite the driver as there was a big enough gap in the cones to make it look like the turn lane was open. If that's the case then I'd guess the driver could get an attorney to fight the $10K repair cost.

Funny how it was blocked, and roped off correctly after it happened. No way they should have to pay 10k.

From the original picture up top it kind of looks dry. It's very light colored. There is also a good sized gap after the big barrels to the thinner cones. I could actually understand the confusion.

Dry or not, there's a long line of cones and barrels.

You certainly know as well as I that they could have had a guy in a glowing orange suit with flares directing people to remain in their lane and every fourth idiot will still stop and ask if they can turn where they are being told not to. "But thats the way I know how to go!" will be their response.

Not making excuses, I'm just trying to put myself in his situation. You come down and need to turn left. You have a bunch of barrels next to you and then a decent sized break and then the small cones. Idk.

Yes, it looks like he was going to turn left as he approached the intersection. There was a gap there, hasnt anyone seen construction where the turn lanes open up? I know i have.
I understand how this can happen.

Yes I've seen what you are explaining, but only where the cones are moved to the left. I don't know that I have ever seen the cones stay to the right. Just me though.

There was recently construction over by Iowa School for the Deaf in CB on Hwy 92. I wanna say there was something similar to what you are describing. I'm trying to think why there would be the second set of cones though. Once the big barrels ended, you could get into the left hand turn lane. I could be making that up though.

Oh absolutely. I hate directing traffic. My favorite response is, "If you could go that way, I wouldn't be pointing the other."

I completely fail to understand why someone would pull into a gap when the line of cones continues. Not sure what anyone would think the cones are for closer to the intersection? To protect people's.side mirrors?
