Law question with a senior citizen

Got a friend that's wrapped up in a mess with a old man that was a client in a business she owns. He's 85, a danger to himself, shouldn't be driving and possibly mentally ill. She was told that she can't do anything with him getting the keys taken, or getting him treated for mental illness because she isn't family, however he has no family. He's gotten to the point of stalking but she feels very awkward calling any authorities to report a 85 year old man is stalking her. Anyone have any resources or information that possibly could help this man get off the road and treated for whatever is wrong with him mentally, be it dementia or whatever

Going through APS is the only way to accomplish anything in this scenario. It's a lengthy process, but the only process.

The problem is they have so much going on in there life that they are simply trying to pass it on and get away from the situation. Is there a scenario where they can get this done without too much time being consumed ?

The quickest way I have ever seen this done was through an emergency department while working as a nurse at a hospital. If someone came in without guardianship and was a threat to themselves or others, APS got involved rather quickly.
