I remember reading about this theory in a book called Lab 257, which was a very good read.

There's certainly a compelling case to be made, given the geographical proximity and prevailing winds and currents from Plum Island to East Lyme, Connecticut. To be clear, what's now called Lyme disease existed before the lab at Plum Island started experimenting with germs, but the symptoms were milder, and I'm not sure there were any U.S. cases before Plum Island started its experiments.
