Can you reduce your number of Scholarship players by increasing NIL and letting them be self funded "walk-ons"?

When they are giving students money this is no longer a “Name, Image and Likeness” situation. This is now a contracted paid athlete. Aka professional athlete. This at some point is going to be regulated and the “NIL” Will no longer be the amount we see now. So the answer to your question, I am sure they could get away with it but not for long
