Almost, in Kentucky you'd end up with roughly 465M after all taxes. You could go crazy and spend 65M then invest the rest. 400M earning a modest 5% would get you about 1.67M per month to live on.

Lump sum ranges from almost 400 million, mostly in the Northeast to almost 500 million in states with no income tax. After taxes. I say always take the lump sum but it's so big now that it doesn't matter.

In Kentucky, if you take the 30 years you start out at 14 million a year after taxes and go up to about 57 million a year after taxes. Unless there's a tax increase in the future. Yeah, you are better off taking it now.
