I am thinking that PennDOT will need to clarify. This article sounds like it is for rebuilt cars that have been heavily damaged. It sounds like PennDOT wants the car restored to its factory like settings.
Like if I have a new car and someone dinged my door and there is a little dent, that should still pass.
Interesting. I've never seen more cars with missing bumpers and hoods than I see here in NM. But then ATV's are allowed on the roads here. 🤷‍♂️

I think it is rare these days that the younger generation works on and restores cars. Back in my day, there were Bondo laden multi-color cars everywhere because kids would drive them while restoring them. I had a car with missing front quarter panels pass inspection back in the day that I used to get back and forth to school with. Then again year round sports and computers were not a thing back then.

The streets and junkyards will be filled with abandoned vehicles AKA "putty wagons" and bodymans specials.

Even the shady buying of inspection stickers won't work.
When I first moved to Lumberton, NC, I got a recommendation on a place to get my car inspected. When you go inside to the counter and pay for your inspection, they would hand you the sticker and send you on your way. That's the type of place you need to find to get these cars inspected!

Florida tried emissions testing about 25 years or so ago. Lasted about 3 years. Down here, if your car runs (even part time), pay your registration fee and go about your business. No stupid waste of money inspections.

When I first moved to Lumberton, NC, I got a recommendation on a place to get my car inspected. When you go inside to the counter and pay for your inspection, they would hand you the sticker and send you on your way. That's the type of place you need to find to get these cars inspected!

That'll work until the first Statey sees the junker. There are places in Pa. that do this. Don't get caught.

Here in FLA - it wasn't about clean air, inspection stations were about the older vehicles driven by illegals. Then some attorney in Miami complained about the time he spent waiting for his car to be inspected. He raised so much fuss, the legislature thought he was important and closed the 'car places'.
Today, the full-time residents have new MB, BMW, GV80 and the like that inspections would waste time. BUT the visitors and residents alike do have lights that do not work and most importantly - do not pay attention and do not know how to drive. Everyone must hold a phone even though it is not legal. No one cares to pay attention to 'driving' - many would not survive in the Northeast with or without snow and ice.

Most people living in our country can not walk or attempt to drive without a phone in their hand….

I thought I've lived in Florida a while, but you've been here a spell if you were here for vehicle inspections.

Didn't that end in the early 80s?

Emissions testing lasted for a bit after that. Early 2000s maybe.

I had my 300D Benz Diesel (in other words a tank that spewed black smoke) and it somehow passed. Guys at work were literally betting against it. I was teaching at what is now the Dye and that would have been mid-90's.

My senior year I had a 59 VW Beetle. It was light green in the front and light blue in the back. I was in a fender bender in the White Hall parking lot. I replaced the passenger side front fender with a mail order primer gray fender. The car lasted 4 more years and passed inspection twice a year. I traded it in on a new $1999 Beetle. My roommates and I still reminisce at it.

I think this will apply if you have a salvage title - I had my Lexus "totaled" by State Farm due to Hail Damage - little indents all over the car. Took the pay out from State Farm and drove if for another 4 years but first had to get it through "enhanced inspection" which not all garages are certified to do but of course it passed since there was no mechanical issues with it.

Or moved to South Carolina...no inspection and no emissions.

Ohio recently changed their rules to move to rear only plates.
In Pennsylvania we have Harrisburg people that are proposing both front & rear plates.
  • Sen. Katie Muth proposed new legislation that would require Pennsylvania drivers to have a front license plate.
  • The state is currently among 21 states in the country that does not require front and back license plates.
  • Muth said adding front license plates would help enhance public safety and improve toll collections.
ALSO......
I wanted to get a "Penn State Alumni" plate holder but it covers a portion of the 'visitPA.com', making it illegal.

"The Superior Court recently interpreted this language and found that even a minor obstruction, like covering the state’s tourism website at the bottom of a license plate, was enough to justify a traffic stop. Traffic stops can lead to more invasive vehicle searches and additional criminal charges."

Tell Senator Katie Muth, best way to enhance public safety would be to increase penalty for driving while using a cell phone in hand to $5000. fine, license suspension and confiscation of vehicle…and empower law enforcement to actually enforce the law.

A second license plate is simply more cost for the car owner
