How/why do all these smaller schools seem to have inside WR coaches, outside WR coaches, inside LB coaches, outside LB coaches, and on and on?. How big are the coaching staffs at these places

It's not that unusual. Last year, UK had inside and outside LB coaches.

...more chance for 1 on 1 development and able to focus more intensely on finer micro level details...

I wish UK had more coaches...

Really like how a lot of programs are going with multiple OCs...a pass game coordinator and run game coordinator...

going back to the school we picked him up from. Noticed that none of the high majors who are trying to put together staffs picked him up.

alright then...maybe the number of coaches isn't the issue...perhaps the way they are being utilized could use some tweaking...

I wish UK would structure the staff a bit differently...especially on offense...in a way similar to a lot of these prolific offenses out there making it to bowl games every year...

Some schools will have an OC, a QB coach and a RB coach. Then the QB coach will be Passing Game Coordinator and the RB coach will be Running Game Coordinator and they're listed as such. Can get confusing for a fan sometimes!

Let's see what comes out of the PC tomorrow as far as titles are concerned.

What is the deal with consultants? I was watching a game and the announcers noted that one team had a press box full of consultants. They sounded like coaches for the coaches. What gives about that?

Undoubtedly Bama. They take young coaches or guys trying to get into coaching and give them some type of imaginary title such as "consultants." These guys can't recruit or take part in practices...wink, wink...but break down game and practice film, etc, and help coaches with admin stuff. Bama supposedly has numerous "consultants."

We have a WR coach and a TE coach. Same thing.

Perhaps not. The inside WRs would be your slot receivers who would tend to route intermediate routes over the middle and draw coverage from LBs and Ss, whereas the outside WRs would be the #1 and #2 receivers that would be your true deep threat. A coach who has responsibility for the inside WRs would likely have responsibility for TEs as well, at least in terms of route running, etc.
