Is the Boy Scout lot open...we have a ticket but no parking pass

When we called a month ago, no the BS lot wasn't open. I'm sure that has not changed. We went down Floyd starting across from the Purple lot( a few large lots there) and ended up parking in smaller lot across from Cardinal Stadium.
