Exactly. You're correct at that point there's no need to call a timeout, just him either (a) trying to LOOK like he's trying or (b) late to making any real-time adjustments as per usual.
Not sure getting thrown out will help, now if it was Cal getting thrown out usually does help.
You may not realize this but coaches do this to work on a specific situation that may occur later down the road when it counts.

you call time outs to teach your team, when you cant win this game, you are teaching them to know things for the next game and beyond.
We not down 1, we down 15, what ypu working on, also understand the defense is slacking off you at that point, so anything you call may work
Doesn’t matter. You call your guys in. Tell them what you want going forward. Whether to foul or not, tell them a look you want them to execute, and how to play the end of the game out. I’ve called a timeout before the half up 18 to run something I want to try and see how it goes. Thats basketball, at least if you want to teach and not tuck your tail between your legs.
