The format is, by design, largely "fluff" - just the nature of the structure. But, at least it is something.
Overlaying what people say - at least for the incumbents - can at least be compared to what they have actually done (If one knows what they have actually done - which is sometimes a challenge). Which at least sheds some light on whether they are being earnest. Or not.

Example:
Steve Wagman's summation at the end of the panel "I will consider my term on the Board to be a success when a Penn State education is available and within the reach of all Pennsylvania residents"
Meanwhile:
5 for 5 in voting for tuition increases (his mate Short is 6 for 6 in voting for tuition increases)
and
Voted for every single spending proposal ever brought before the Board (Actually, voted Yes on every single proposal period, ever brought to the Board in his 5 years there. He has never told Board leadership or Administration "No" - not even once)


Tougher to determine for the 2 non-incumbents, of course. But at least opens a window into whether or not they have any idea what they are talking about, or what level of insight they might have wrt the roles and duties of the job.

Thought one of the more subtle but informative moments was when Nassib mentioned that he chose to become a candidate after being “approached.”

Approached by whom?
