QB looking to the sideline for a play

This used to drive me crazy when Woodson would line up like he was about to take a snap and then back off and look to the sideline for a play. I'm watching UL vs. Syracuse now and both teams continue to do it. My question is this: When the QB stops and looks to the sideline, the defensive line all take a knee and the linebackers all turn and look to their sideline. Why not act like you are looking for a play and snap directly to the up back while no one is ready? Seems like defense is completely off guard.
