There isn't a strict definition. Usually the "high majors" are considered to be the Power 5, the Big East, and the American, with some also considering the A-10 and the Mountain West. Everything after that normally falls under the "mid-major" definition, though the bottom-tier conferences like the Atlantic Sun or the SWAC are often referred to as "low majors."
