retired jerseys

Can someone help clarify something for me? I was looking at the retired jersey page on Jon's site and saw that several jerseys are retired but the numbers are later re-used. That makes sense, since we have had so many outstanding players over the decades, that we might otherwise run out. However, some numbers, like Wah Wah Jones, #27, have never been re-used. Is there a difference in retiring the "jersey" and retiring the "jersey number"? Cliff Hagan, #6 seems to be the only other number that was retired and not re-used. I can see Wah Wah being singled out for this honor, but not Hagan. Or is it that they just haven't ever assigned these two numbers but may in the future?

Because the rules changed so that only numbers 0-5 could be used on jerseys. Reason is so officials could inform scorekeeper of who foul was on with one hand.

I see. I think I knew that but forgot. Thanks. So we haven't ever retired a number and will likely not do so in the future, correct?
