What I read yesterday was that an unsportsmanlike penalty would not be called if it was used in celebration of a play with your teammates after a play. However, if it’s used in taunting an opposing player then it could be called. Example used was if a defensive player made a tackle, or sack, and then stood over that player showing the horns down it would be considered taunting and a penalty could be called.
That is reasonable, as that would be a penalty with or without the horns down.

Exactly. Just standing over an opposing player acting like a gorilla will get you a penalty.
The Dan Patrick show talked about this at length and seemed very fascinated by the SEC's response, and was saying it was a big deal in big 12 land how they called this or didn't call horns up and down.
