That’s crazy. I see stuff like this with people cutting in small spaces all the time, though. And they are usually way over 16.

I see older people driving like that all the time. I try to let them have the road and prefer to have them in front of me instead of behind

It's not those people I worry about. I worry about the good drivers swept up in the chain reactions. You see it all the time. From what I've seen, driver's licenses serve no purpose other than to track people. They don't produce better drivers, based on the bad drivers who have them.
