It strikes me as yet another waste of taxpayer funds. Payload is going to be limited in size because of air resistance. The payloads, including the rocket will need to be extremely robust. A Space X rocket can currently put around 50 small satellites in orbit, is reusable, and only takes a few hundred grand to fuel up. Planes currently can fly close to the limits of space and launch a rocket. The cannon they showed in the video only requires a few grand in propellant. Etc, etc.
