Should kids 13 and under be legally excluded from social media sites?
If so, is 13 the correct age of restriction?

I wonder if the penalty falls on the platform if it would be easier to enforce. Much like alcohol, it would be incumbent on the parents, but the providers can also be accountable. Unlike alcohol, social media is streamed right into the home. Making it illegal could educate parents who might not otherwise think about such things. There are laws the restrict the sale of damaging products such as alcohol and tobacco products by age, so there is some precedence for that if you believe that social media is harmful to children which seems to be the case. My take is that such a restriction would be extremely difficult to enforce, and at some point parents have to take a major roll in this, just like they do with protecting their children form other dangers.
