What bureaucrats understand is money. At the extreme have a completely empty stadium for the rest of the home games. Not plausible of course but what reaction would that cause? It would not be same old, same old which is what they want. Feed the fans stadium upgrades plus a practice facility and keep them sedated but stay away from total commitment to the program.
It won't happen because loyal fans want to support the players and that is one thing the bureaucrats count on. Our loyalty does us in. So we keep on doing what we've always done and hope for the best.
