They pretty much get an exception...just like they are not supposed to lift the ball but they always do.

Looked to me that he’d set up ok and then pull the ball to him a bit. So his head was over the ball, but not over the line of scrimmage where the ball was originally placed

? I watched this. His head was over the ball. Line of scrimmage, no team can cross it before.
