I heard about this on Tuesday and it made me wonder. Apparently UK is sending out surveys to gauge the support of donors for a new $1.5 billion capital funding effort. The story linked below sounds like a press release from the university and it mentions the 150th year of the school and that there is a great need to update all kinds of infrastructure and complete ongoing projects like the UK Medical Center. But, barely mentioned near the end of the story is this line...
"If the campaign is a go, they also will meet with deans and administrators to determine priorities in UK's various units, from English to athletics."

And if there wasn't any intent involved say, to maybe send a subtle message to the City it certainly would have been a great opportunity to do just that.
Could Capilouto be gauging the interest in building a basketball facility on campus without actually coming right out and doing it? Hmmmmm.
