Vehicle Title Transfer while Clerk's Offices are Closed due to COVID-19

I am considering the purchase of a vehicle from an individual buyer, purchase will be for cash. However, the county clerk's office is closed indefinitely due to COVID-19. How are vehicle sales transactions being handled because of this? Not even sure the vehicle has a license plate. How can I drive the vehicle if this is the case?

Maybe have a notary witness the purchase. Some stuff can be done online, not sure about a transfer. I work for a dealership, we send out stuff down to the courthouse like normal. Maybe call and ask what the best way to do it is. They have CV stuff posted online, it may give info for purchasing and transferring during CV.

Just talked with our clerk ( they are my neighbor) and they mentioned having windows that open and shut to do some transactions. I would call them to find out I suppose.

I live in Indiana but I had to wait until the BMV opened back up. Which they did in 4 May. It was by appointment only but I had waited a month and a half.
