What kind of a passer was Relphs in hike school?

I ask because Alex Smith was a 2 star coming out of high school and Mullen made him a first rounder...however it appears he did well in high school as a passer and is second all time at his school in completion %. Also, Smith is a pretty smart guy from what I can find on the interwebs and from what I've heard Relf isn't.

I'm not saying we should get bumper stickers out for Relf, but we know we has an arm...shirley Mullen can teach him accuracy; and I'm being quite frank.
