According to a CAF representative on Thursday, they plan to break ground when they have $35m committed. They are still short of $20m right now. They expect pledges and donations to pick up a lot just as football season begins. They are still targeting to be finished by Labor Day 2019. That's 38 months from now.
I thought I always heard the goal to have it ready for the Notre Dame opener..
New CJ article says they haven't given up on Fall of 2018 but for sure 2019 for the opener with The Fighting Irish.

UofL officials should have all proposals in-hand, with the winning bid announced in nine more days.

Still at $20 million and wants $35 million in the bank before starting construction. If the money is in hand then it will start after this season. If not its a hold for more donations. Its a "reasonable" goal to be done by the 2018. Not in concrete even though they are still making that big effort.
Are we the only program in America that pays cash up front for facilities/expansions? Why not finance the remaining 15 mil?
The upgrade is estimated to cost $55 million, so we would be financing $35 million at this point. That assumes the estimate is accurate.
