If anything, Duke will be knocked off the 1-seed line. Duke has three losses, all in the double-digits, and two of these losses were to unranked teams. Duke won neither the regular season title nor the tournament title. Virginia has both a better conference record and overall record. Its three losses are to T20 teams. Since seeding began in 1979, there has never been an ACC team that didn't win either the conference regular season or tournament title that was then given a 1-seed. If any of the two ACC teams are knocked down from the 1-seed, it will be Duke.
There isn't a way to justify knocking Virginia down from a 1-seed, even if Wiscy wins their conference title. Virginia is playing basketball in undoubtedly the toughest conference in college basketball. Take a look at last night, where both favorites were knocked off. That is how unpredictable and competitive the ACC is. Virginia has wins at Maryland, at Notre Dame, at UNC, at Syracuse, at NC State, at VCU, and vs. Louisville. Duke got lucky in the last few minutes hitting threes down the stretch winning by only 6, and Virginia's losses at Louisville and UNC (which we can nearly consider a road game, since loss to UNC took place in Greensboro) came by no more than 4 points.
Furthermore, Wiscy lost to Rutgers, who was able to put up 67 points on them, and Virginia held Rutgers to 26 points. It doesn't even matter if Wiscy was missing one of its best players that game. If we want to talk about injuries, Virginia played without its best player Anderson for 8 straight games. What would happen if Duke lost Okafor, if UNC lost Paige, if ND lost Grant? Certainly you would expect them to drop a few. In its last two games, Virginia had Anderson playing a very limited number of minutes, and he was playing in both of these games just 7 and 8 days respectively after his appendectomy. Injury isn't a reason to justify Wiscy's loss to Rutgers for the purpose of seeding, since Virginia has seen injury all too well.
I still believe the 1-seeds will be as follows:
