Why was Miss St allowed to hit Tutu in the head while he was on the ground?

Didn’t really notice a hit to head as much as just flopped his full weight on him after the whistle. Should have been a flag.
Because these refs are dirty as hell. They did not want to call offsides on MS, which was the only penalty called on MS in the first half.
Thx Steelers. I'm a little out of it today I wasn't 100% sure it was to the head. Sure seemed like unnecessary late hit.
You could be right about the hit to the head, I just didn’t notice it in live action and am too lazy to rewind the game. LoL!
It looked like a wwe move. When he threw is body on Atwell he elbowed him in the head
I thought the refs were consistently awful in this game. They kept hitting our players when they were down with a ref 10 feet away and no calls. There was a lot of holding that was going on that was never called.
I don’t remember TuTu getting hit with the crown of the helmet I remember Fitzpatrick getting hit with the crown of the helmet. It was so hard that it broke off a piece of the MSU defenders helmet.
These were PAC refs. Maybe they are just not used to players making tackles. Hard to say.
