The 2023 men’s basketball transfer portal open window has now closed. Players got 60 days to submit their names to the NCAA and go in the transfer portal, starting on March 13. May 11 at 11:59:59 PM was the last time they could request entry.

Now, only graduate transfers are able to enter without penalty. The window was open for first-time, non-graduate players to enter without the penalty of sitting a year. Over 1,700 players submitted their names in this cycle.

Many of the top players have already committed to programs; in fact, 83 percent of the players ranked among the top 100 of the 2023 On3 Transfer Portal Ranking have committed. But that leaves a few who are still deciding.

To be fair, not all of the players who are listed will be in college next year. In fact, the majority of them are testing out the NBA Draft process and have been invited to either the NBA Draft Combine or the G-League Combine with the hopes of playing their way into an NBA Draft Combine invite.

With that being said, now that the window is closed, let’s discuss the top players who remain uncommitted, currently in the transfer portal.

2023 On3 Transfer Portal Hub

PF Grant Nelson, North Dakota State

Like many on this list, Grant Nelson will see through the NBA Draft process before making his decision to come back to school. The 6-foot-10 forward averaged 17.9 points and 9.3 rebounds last season, earning first-team All-Summit and Summit League All-Defense. Nelson is explosive in straight lines, with good size, and his 72.0 percent free throw shooting showed he is capable of knocking down threes at a higher clip than his 26.9 percent from three showed last season. Nelson was invited to the NBA Draft combine. Will he get the draft promise he is looking for?

C Moussa Cisse, Oklahoma State

Moussa Cisse is one of the premier defensive centers in the country. Two years ago, he was named Big 12 Defensive Player of the Year. He followed that up by leading the league in blocked shots (1.9) and being named again to the Big 12 first-team All-Defense. Cisse started off at Memphis, where he was named conference Rookie of the Year. He then transferred to Oklahoma State for the past two seasons. Will he get a multiple-time transfer waiver to play immediately? While he is not much of a scoring threat, with 6.9 points for his career, he is a very real presence with his rebounding and defensive ability.

PG RayJ Dennis, Toledo

RayJ Dennis is the reigning MAC Player of the Year after averaging 19.6 points and 5.8 assists on 36.5 percent shooting from three. Dennis started off at Boise State, where he spent his first two seasons, then transferred to Toledo, where he spent his last two years. Dennis declared for the NBA Draft and went through the early parts of the process. The graduate transfer is now starting to piece together his college visits.

SF Julian Phillips, Tennessee

Julian Phillips came to Tennessee with a lot of hype. The 6-foot-8 small forward was a McDonald’s All-American and an On3+ five-star. Phillips started 25 games last season and averaged 8.3 points. He was projected, in most mock drafts, as a first-round draft pick coming into the season. The Columbia, South Carolina native has since dropped out of the first round in most mock drafts. He was invited to the NBA Draft Combine. Phillips plans to see the full draft process through.

PF Olivier Nkamhoua, Tennessee

While Olivier Nkamhoua had a good season, it was during the NCAA Tournament that his name truly burst onto the scene. The 6-foot-8 forward averaged 10.8 points and 5.0 rebounds last season, but the 27 points in the upset against Duke really caught people’s eyes. Nkamhoua is going through the NBA Draft process. He earned an invite to the G-League Combine this weekend. The NBA Combine will typically invite some of the top G-League Combine performers. Traditionally, it has been hard to hear your name called without an NBA Draft Combine invite.

SF Mike Sharavjamts, Dayton

Mike Sharavjamts is one of the more unknown players but also one of, the more high-upside guys in the transfer portal. Due to injuries in the backcourt, Sharavjamts spent most of his freshman season playing out of position as a lead guard. He averaged 5.6 points and 2.6 assists in 23.1 minutes and 20 starts. Sharavjamts is the first Mongolian-born player to start a Division 1 basketball game. His dad Sharavjamts Tserenjankhar played for the Mongolian National Team, as well as the Harlem Globetrotters. Sharavjamts was the No. 46 player in the 2022 On3 150, and he has been invited to the G-League Combine.

The 6-foot-8 Sharavjamts is the No. 44 player in the 2023 On3 Transfer Portal Ranking.

SF David Jones, St. John’s

David Jones finished as St. John’s second-leading scorer and rebounder last season. The 6-foot-6 wing also added 1.3 steals. Jones entered college early, in the second semester of his senior year, and played at DePaul for his first two seasons. In 2021-22, Jones finished top-ten in the Big East in points, rebounds, and steals per game. The question here is, will Jones, born in the Dominican Republic and played high school ball in Teays Valley, West Virginia, be able to get a two-time transfer waiver from the NCAA?

The 6-foot-6 Jones is the No. 52 player in the 2023 On3 Transfer Portal Ranking.

PF Ven-Allen Lubin, Notre Dame

Ven-Allen Lubin was the No. 70 player in the 2022 On3 Industry Ranking. He ended up starting seven games, all late in the season, at Notre Dame last season. Lubin averaged 8.1 points and shot 61.9 percent from the field in those games. He is a hustle player, one who does not mind doing the dirty work while still getting in the mix to produce. Lubin is originally from Orlando, Florida; he chose Notre Dame over Virginia Tech, Georgia Tech, and Clemson. He has visited Vanderbilt and Miami.

The 6-foot-8 Lubin is the No. 53 player in the 2023 On3 Transfer Portal Ranking.

SG Tyrin Lawrence, Vanderbilt

Tyrin Lawrence went all in on the NBA Draft process, and the word from Las Vegas – where he trained and worked out – was that he opened some eyes. Lawrence took a major step last season, averaging 13.1 points while shooting 50.2 percent from the field. He has been invited to participate in the G-League Combine. Lawrence is a scoring guard with some smoothness to his game, length, and pop. Auburn, Memphis, Georgia, and a return to Vanderbilt are all talked about here.

The 6-foot-4 Lawrence is the No. 56 player in the 2023 On3 Transfer Portal Ranking.

PF Arthur Kaluma, Creighton

Arthur Kaluma entered the portal on Thursday, the final day possible. The 6-foot-8 forward has been invited to the NBA Draft Combine, where he will see that process through. He entered the season being talked about as a potential first-round pick; he is currently being mocked by some as a mid to late second-round pick. The sophomore who graduated from Dream City Christian (AZ) averaged 11.8 points and 6.0 rebounds last season. Arizona and Syracuse were two programs heavily involved prior to Kaluma committing to Creighton.
