Check your cable provider, I just confirmed the Wisconsin VS Penn State game is, in fact, on NBCSN (NBC Sports). I have YouTube TV, which provides the channel and flipped ahead to see that it's on the docket. I heard Comcast and some others might as well.

I remember when the game was first announced, they said it was Peacock AND NBCSN, but then it was announced it wouldn't be. Now I see that it is actually going to be available. Might save some folks a few bucks.

I just now checked, yeah, NBCSN at 5pm. Notre Dame-Rice is at 2 on this network so there might be some overlap there.
