Why did the NSAA keep the "9-seed beat the 8-seed on the road, so the top seed loses home field advantage for the next game" rule only in Six Man?

The problem is when schools vote, bigger schools don't acknowledge that smaller schools exist and play the same game. There are more schools playing 8 and 6man than 11 man. These rule changes should have nothing to do with school size. There is also no reason for the NSAA to have changed the playoff points structure, but they did that on their own.

The point system needed a change a 4-5 team shouldn’t get the same points as a 5-4 .

again these things are passed by class and mostly voted on by classes and NSAA decided nothing but how to make what the schools want work, I am amazed at the amount of popele that do not understand the system at all

Every school doesn’t vote for every proposal. If the proposal is for say 8 man for something the 11 man schools in the districts don’t vote

Do only six man schools vote for these proposals or do six man schools play under the rules voted by larger schools AD's?
There was either no proposal for six man or it got voted down I am not sure which. On proposals it depends what the proposals are and what they include . If a proposal is written for something in C-1 only C-1 schools in each district can vote.
