Per capita rates indicate how likely you are to be the victim of a violent crime in one city vs. another city. Evens things out based on realistic percentages. You are more likely to a victim of a violent crime in Houston or Phoenix than in Chicago. And as Rutgers95 states folks on this Board are not venturing into those areas. RU fans traveling to Chicago will have a great, safe time.

There are safer areas and things to do in Memphis than in Chicago, and vice versa. The homicide stats above are meaningless relative to this discussion.
