Haines tries a high crotch, O'Toole counters, they scramble, Haines in a good position, then O'Toole works up and nearly gets a TD, nearly tripped by Haines steps over, this is wild, and then O'Toole works out behind and gets the TD. Haines seems to want the brick thrown, and I believe it was. They go to video review. Speculation that PSU thinks Haines had a TD not called. The call on the mat is upheld, so it's a 1-4 DEC for O'Toole.

I watched it live, it seemed they awarded the two before his head popped out. Head was buried but he had both arms out, right arm around Levi’s right leg and left arm around his left leg with head still underneath between Levi’s legs.No. The TD was awarded after O'Toole popped his head out.
