Did he miss a year somewhere? If he was an all American in 2022, shouldn’t he be out of eligibility?
Not necessarily... if 2022 was his freshman year and he took a redshirt after that... for example:
2022 Fresh
2023 RS
2024 Soph
2025 Jr
2026 Sr

Is this a fail by Smith?

How? Smith has an excellent room of CBs. Washington is a great athlete, but assuming nothing changes in the room (which with the firing of CJF, then the hiring of MC and the retention of Smith, might be a stretch), Washington was at best the #3 CB. He's got one year left, and he wants to start, and also make a case for the NFL. I'd also note that Washington has flirted with entering the portal several times over recent years. In that context, I had him as one of the more likely PSU guys to enter the portal, but I wouldn't blame it on Smith.

No thanks. You need to consider his competition. How can PFF assign grades for players that never faced elite SEC or B1G teams.?

Same way the NFL assigned a draft grade to Larry Allen out of Sonoma State. They watched film and looked at measurables. Or Jerry Rice out of Mississippi Valley State. Not at all saying this guy is a future GOAT, but plenty of non-talent related reasons guys find themselves at athletic backwaters

I'm sure everyone can agree that performative transfers are a thing. Raiola seemed to me to be this sort of guy, not a "here for the long term" guy.

They are. 99 times out of 100 transfers just are what they are but this was the guy that was supposed to bring Nebraska back from the depths of hell. It's a real bad look...we'll see what happens next year with Nebraska.
To be fair, I thought the extension was laughable before this...now it's just the worst extension that was given out since Tucker at MSU
