No, they are seeded by finish in conference. Garner won it's conference while Richmond finished in 2nd behind Scotland in its conference.

Yes Richmond finished second...HOWEVER, The NCHSAA like complication. See if this makes sense:

Scotland is Small 4A so they are seeded as a #1 in the 4A bracket
Richmond is Big 4AA so they are the first 4AA team taken from their conference. They are seeded as a #1 in the 4AA bracket.

No again. That only happens in split conferences. Brackets have updated from prelims. Garner a #1 from there conf is now #4, while Richmond a #2 from their conference is seeded #7.
